No. You can only cash out I-Bonds bucket funds after a minimum of 1 year. If you cash out after 1 year but before holding for 5 years, you'll lose the last 3 months of interest.

Each individual I-Bonds purchase you make has its own maturity timeframe. For example, I-Bonds purchased today can be cashed out in 1 year. If you purchase more I-Bonds the next month, those new funds are eligible to be cashed out a year from that new data.
